Now that third-person perspective is viable, we don't want to always be forced into 1PP when exiting a vehicle, so this will store their preference.

Respawning also resets BehindView state, not just exiting a vehicle, so this will remember that.

- Do not reposition camera when using ToggleBehindView as a free-floating spectator camera
- Fixed the bug where entering a vehicle while in third person mode resulted in a missing crosshair
Respect the user's crosshair preference when using bUseCustomWeaponCrosshairs=False, which up until now defaulted to an aqua Redeemer crosshair which was unusably large
